India Makes Plan to Monitor Consumption in Energy-Intensive Sectors

<a href=Energy Efficiency & Demand Response Programs” width=”110″ height=”118″ />For those complaining that India is not taking much action on climate change, here is a plan to view. The government has completed a blueprint to lower energy consumption in the nine most energy intensive industrial sectors of the country. The plan considered in the National Action Plan on Climate Change has been given final execution and will soon operate the energy imbibed by railways, aluminum, cement, chlor-alkali, pulp and paper, fertilizers and steel industries apart from also covering power generation plants.

The plan will take care of nearly 750 large industrial installations across the nine sectors. Only those plants that utilize above specified levels of energy yearly will be aimed.

Industrial plants will be desired to achieve aims assigned to them within a 3-year span from the time the scheme is commenced. The aim for each plant would be based on the average specific energy consumption over the financial years 2005-2008.

The aim would be set as a percentage of this average. Those plants that are presently less energy-efficient will have to achieve a higher percentage of progress than the better performers.

Energy Efficiency & Demand Response ProgramsThe Bureau of Energy Efficiency has already started baseline studies for all these sectors and the work will be completed by 2009-end. The aims for all the sectors will be ready by March 2010.

In regard to thermal power plants, the aims will be set by the Central Electricity Authority to secure alignment of tariff setting with the energy efficiency goals. In case of fertilizer plants, the department of fertilizers will do the task.

If any plant accomplishes savings in its energy consumption beyond its aim, it will be provided energy saving certificates after designated energy auditors evaluate on performance.

Those who earn the certificates will be able to sell them to underachieving plants of any sector. The certificates will be saleable bilaterally along with on power exchanges. This will secure that the price of achieving energy efficiency across the sectors will find a market-based mechanism to settle. The government plans to amend the Energy Conservation Act to functionalize market-based energy efficiency trading.

    Such plans for long have been going out of the door when it comes to implementation
    The corruption at all levels simply levels off all such plans.The money will be simply divided between the manufacturers, regulators , and those who will be inspecting.Thanks to Swiss banks this will also find entry into book of world records soon.
    Currently if you make everything so effecient how would people steal taxes?
    Total indian production is hardly recorded and about half of it is thru tax evaded money!
    Just relax for now!!
